Overview

The Institute for Defense Analyses (IDA) in La Jolla, CA has an immediate opening for a Senior Purchasing Administrator. This opening is located at IDA's Center for Communications Research in La Jolla, California (CCR-L).

We are seeking a Senior Purchasing Administrator, who under general supervision, implements the procurement function at the Center for Communications Research - La Jolla (CCRL). Duties include purchasing of items, materials or services of a technical and specialized nature as well as purchase of commercial "off the shelf" (COTS) types of standard and generally available items, material and services. In accordance with IDA policy and procedures, this position ensures compliance with all applicable regulations, procedures and practices. The Senior Purchasing Administrator also provides a variety of administrative services support.

While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $59,262.00 - $94,839.00. Individual salary within this range will be commensurate with the incumbent's experience and unique skills or qualifications.

Responsibilities

  1. Reviews and provides recommendations to the Manager, Center Operations and Administration (MCOA) on purchase orders.
  2. Evaluates quotations/proposals for compliance with requirements; administers all administrative and facilities contracts; and interprets specifications such as detail and technical terms or properties, special testing requirements prior to acceptance, grouping of items, or specialized processing. Interfaces with vendors and contractors as required.
  3. Prepares and processes purchasing actions such as RFPs, RFIs, RFQs, etc.
  4. Prepares market survey/analyses and provides recommendations based on findings concerning product quality, available vendors, cost-effectiveness and delivery terms. Stays abreast of market and product development s and may be required to locate new sources of supply.
  5. Coordination and reconciliation of purchase orders to receiving and invoicing functions.
  6. Administers tracking and monitoring systems to ensure timely and accurate completion of purchase orders; follow-up as needed or required to resolve discrepancies or problems, recommends solutions to the MCOA.
  7. Performs other duties as assigned.

Qualifications

Bachelor's degree in business with two years related experience or high school diploma or equivalent experience and six years' experience in purchasing or related field or preferred. Experience in purchasing/property and negotiation procedures, with emphasis on applicable computer hardware/software knowledge.

Knowledge/Skills/Abilities:

  • Knowledge of Federal Acquisition Regulations (FAR) as they apply to government contractors is preferred.
  • Knowledge of methods and procedures concerning preparation of formal bid tabulations and recommendation for award preferred.
  • Ability to communicate effectively orally and in writing with all levels of staff, as well as with outside sources.
  • Demonstrated proficiency in use of various software packages to include word processing and spreadsheets, database applications and purchasing/property database software.
  • Valid driver's license.

Successful completion of a criminalbackground check is required.

U.S. Citizenship is required


Ability to obtain and maintain a security clearance is required
