Environmental Safety & Health Specialist

Position Summary:
Life Cycle Engineering (LCE) is looking for a driven Environmental, Safety & Health Specialist (ESH) Specialist to join our team working in San Diego, CA. The ESH Specialist will be responsible for the management of Environmental, Safety & Health in support of waterfront projects in San Diego and OCONUS. The ESH Specialist will interface with the Program Manager (PM), Government personnel, shipboard naval personnel, LCE leadership and corporate support functions to ensure waterfront and supporting projects are managed in accordance with LCE, SWRMC, State, Federal OSHA guidelines and requirements.

Clearance Required:
  • Must be a US citizen and be able to obtain DBIDS

Essential Functions and Responsibilities:
  • ESH Specialist reports to the PM and to LCE corporate office ensuring all environmental, safety and & health requirements are being met
  • Ensure all personnel are tracked and properly trained or certified to support positions hired which may include:
    • 10 hour Maritime OSHA cert
    • PMS 301
    • CPR
    • Fork lift
    • JLG/Scissor lift
    • Shipyard competent person
    • safety
    • access to naval and private shipyards
  • Assess tasks and recommend work practice controls to minimize or eliminate identified hazards. Employ applicable hazard controls across the full range of identified occupational hazards
  • Identifies potential health hazards by examining the work environment, operations and processes, and obtaining full details of the nature of the work, materials, and equipment used
  • Coordinate with client site to ensure common understanding of and compliance with OSHA and EHS Program requirements as well as understanding of Navy and Local Standard Item requirements by employees
  • Manage employee compliance, prepare for annual/scheduled audits, and ensure proper training of all employees on OSHA and Environmental Health and Safety requirements
  • Identify, evaluate, and put in place, opportunities for process improvements throughout the shipyard/client site concerning training, working safe, working clean, and supporting the safe execution of maintenance in accordance with all federal, state, and local safety and environmental regulations
  • Administer and submits Safety Surveillance Reports as needed
  • Directs the management and distribution of all HAZMAT for assigned tasks
  • Develop, lead, and coordinate safety-related training programs, new hire safety programs, toolbox safety topics, and safety programs
  • Communicates closely and constantly with the PM, employees, other LCE leadership and waterfront representatives to ensure alignment of project efforts and focus; provides an important communication link between LCE and project employees with regards to company ESH policies, and procedures
  • Ensures personal compliance to company and contractual guidelines as specified, with particular care given to safe work practices

Required Education, Skills, and Experience:
  • 15+ years of related safety, environmental, maritime, and / or Navy experience within the shipyard/ship repair work environment or an equivalent combination of education and experience
  • Proficient in basic first aid to include CPR/AED
  • Working knowledge of 29 CFR OSHA 1910 General Industry & 29 CFR OSHA 1915 Maritime industry Standards
  • Working knowledge of the NAVSEA Standard Items
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Must possess working knowledge of shipboard systems and operating requirements.
  • Must have excellent oral and written communication skills, ability to read, analyze and interpret complex documents and laws
  • Previous Navy shipboard preventive maintenance experience
  • Must be sensitive to the professional expectations of the business, ensuring a positive impression for all stakeholders
  • Must be highly reliable and capable of meeting work schedule consistently

Physical Demands and Expectations:
  • Regular physical activity onboard ship, warehouse and office to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 25 pounds), and standing; occasional prolonged sitting
  • Proficient in Microsoft Outlook, Access, Word and Excel
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
  • Up to 10% travel
